I get a VPN Connection popup on my screen. Can't clear it. Tried to do a total restore, but it insists that I turn off Find My Mac.
Of course, I can't do this because the prompt keeps recurring. This is making me crazy.

give it any one of your passwords, which keeps it busy for some seconds, perhaps long enough.
I have this issue too but am Restoring this new phone, so can't try reset network settings until that's done.
Have you done Settings > General > Reset > Reset Network Settings?
That should fix it.
