how do I get in contact with billing. I am being charged for family plan & getting charged for members as well. b

Being charged for each member in my family plan as well as the plan itself. Cannot reach anyone who can assist me. Who or what # do I contact for help

You need to go through the Express lane steps:


https://getsupport.apple.com/


Choose iTunes Store, Purchases Billing and Redemption, iTunes Store Account Billing.


You should get the option to setup a call, chat or email.


Beyond that, you can yourself cancel the individual subscriptions to Apple Music for each member on their devices:

Manage your Apple Music membership on your iPhone, iPad, iPod touch, Mac, PC, or Apple TV - Apple Support


Activating a Family Membership does not cancel any individual memberships the Family group members may have, or can subscribe to.
