If you mean the card is being declined then for a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account (so prepaid cards will tend not to work), and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account). Debit cards also seem to be being accepted less-and-less by iTunes. Or the error might be because the card issuer is declining it for use with iTunes.

Whether you can use the card elsewhere is not particularly relevant, it doesn’t mean that it will automatically pass iTunes validation. Check that the card’s registered details match your iTunes account, or try a different card

Does your balance cover the total price of what you are trying to buy ? Do you still have a credit or debit card on the account ? Have you tried contacting iTunes Support (http://www.apple.com/support/itunes/ww) to see if they can/will reset the card count/limit on the account ?

It may be 'complying with Master Card conditions and rules' (whatever that is supposed to mean), but it doesn't mean that it will automatically work with iTunes. Try a different card, preferably a credit card, that meets the requirements I said.

Try logging out and back into your account

If you haven’t already done so do as the message says to do and contact iTunes Support via http://www.apple.com/support/itunes/ww

It's maybe because it's a debit card. Try a different card, preferably a credit card.

What is the 'differnt' name on the other account ? Do the name and address on the account that you are getting the declined message match, exactly, the name and address the cards are registered to ?

Apple are not here, we are fellow users and these are user forums - buy obviously if the card doesn't pass the iTunes validation the answer would be no
