It's not a simple matter of there being no Apple Store in Iran. Apple does not do business in Iran at all.
If you want your money back, take the device back to where you bought it and ask the seller for a refund.
This is not Apple's problem.

There has never been an Iranian App Store. It never existed. I don’t know what store you were using, but you were never using an Apple App Store based in Iran. Apple has never done business, of any kind, ever, in Iran.
You can deny the facts all you want. But the fact is that Apple is not in Iran. Apple has never been in Iran.

Apple owes users of Apple products in Iran nothing, nothing at all. They don't sell their products in Iran. They do not authorize anyone to sell their products in Iran. They have no business presence of any kind in Iran.
Just because you bought a product somewhere, from someone, does not mean the company that made that product owes you anything when you insist on using it in a country where they have no presence of any kind - no sales, no support, no authorized carriers - nothing at all. And because they have no presence in Iran at all, there is absolutely no means for them to provide or offer any support there.
It is absurd to expect a company that does no business in, and has no company presence of any kind in your country to support products there. If you bought an Apple product in Iran you have purchased a used, stolen or black market item.
And how on earth is it impolite to explain why you cannot have something just because you wish it or think you are somehow entitled to it? It seems to me to be impolite for demanding something that you never had a consumer right nor expectation to in the first place. No company is required to support in your country your use of something they don't sell in your country in the first place.

You are right Ebiuk1 at times I am disappointed too when things don’t work out at all countries. Apple being the top market over phone industry

Who you are changes nothing. Apple does not do business in Iran. Therefore, they don't support services such as iMessage and FaceTime.

There is no law that dictates that any company must do business in every, or even any, particular country. And there is no inaliable right for you to be able to purchase, use or receive support for any particular companies products or services that chooses not to do business where you are.
Your desire for something doesn't mean that the company that makes it must provide it to you.
Just to be clear for others though, this is not a restriction by Apple. There simply is, and never has been, any Apple Inc. presence in Iran. They do not do any business at all in the country, and never have. They are not restricting any service or support, since there's never been any service nor support there in the first place.
You cannot use those Apple services. Apple has no support in Iran. Apple has no business presence, and never has had any, in Iran. So, there is no support for Apple features and services there.
