macOS Sierra w/ Windows 10 - windows won't boot after adding partition

A few details:

macOS 10.12.4

Windows 10 was upgraded from Windows 8.1 Pro OEM

So far I have been following methods from Loner T. I first tried this:

sudo fdisk -e /dev/disk0

p

setpid 4

07

flag 4

p

write

y

But when I type in write I get "operation not permitted"

I read through another thread windows 10 operating system gives error after I add a new partition which is really similar to my situation but my windows 10 was upgraded from 8.1 so I thought it have different outcomes.

Additional similar info from the thread above. This is where I am not sure if it makes a difference in how windows was installed.

diskutil list

sudo get -vv -r show /dev/disk0

sudo fdisk /dev/disk0

Any help would be appreciated!
