Figured it out! He did have iMessage on his iPad turned on and all the texts were going to that. We disabled it on his iPad and now messages are getting sent via text to his phone. Thanks for your help!!
I do not know of any way to disable iMessage for one contact. I do have a few suggestions, though!
1. On your husband's iPhone, go into Settings > Messages and toggle iMessage ON, then OFF again. The restart his device.
2. In your Contacts App, find his listing. Find where his cellphone number is listed. Make sure the label for the cellphone number says something other than iPhone (Mobile or Home, for example). If you change it, restart your phone.

I tried both and it didn't work. What I don't understand is that it was working earlier today. Every message sent from me would go to him as a text because he has iMessage disabled on his phone(sent as a SMS bc it's not able to send as an iMessage). But then for some reason it stopped and now says iMessage was delivered. It's not possible that it was delivered!

Everyone needs own I'd all iphones /ipads using the same I'd Will get the same information.

No he doesn't. I do, I have an iPad using the same account name.
We have separate apple ids.
