MMCS Folder:TMPM Files filling up Local drive

I have icloud drive and icloud photos app installed on my Windows 7 Professional running on Dell laptop computer. The local drive is filling up with TMPM files very fast one 2.2 GB file every minute until the drive is completely full. Started this problem on 4/2/2017. The folder address where TMPM files reside is:

Apple Inc>CloudKit>iCloudPhotos>MMCS


Why is it doing this?

Is it safe to delete these fiiles?

How can i stop it from continuing?

I just had the same problem. When I looked at the iCloud icon in the system tray to check the status it says it was downloading 1 item from iCloud Photos. It never would finish before running out of drive space.


I ended the iCloudPhotos.exe process in Task Manager. I deleted all files and folders in %localappdata%\Apple Inc\CloudKit\iCloud Photos . I rebooted and that seems to have solved the problem.
