I downloaded, and installed the free Avery Design & Print application. Everything that you need in one integrated workflow. No label templates to download. No grief using Pages. Has built in Data Merge to print labels from a data source (e.g. spreadsheet). I have this installed on El Capitan 10.11.6, and on macOS Sierra 10.12.4.

What "Contacts"? Which "Contacts"? Please, what are you referring to? Oh, do I miss Clarisworks and Appleworks!
Thanks. I found it, tried it, but it is not what I need. I (used to) make
all sorts of labels, e.g. for files in banker boxes for storage, like "Tax
Files 2017". One can work around the limitations of printing in Contacts,
but it is just too clumsy for ordinary use.
I also tried the Avery app, which is just horrible. Again, Oh! Do I miss
Clarisworks and Appleworks!

Use Contacts.
All the labels, Layouts, Styling and more are in the Print dialogue.

The Contacts app, which you can probably find in your Dock at the bottom of the screen. If not, in the Applications folder.

Go to Avery's website and download their template for whichever label you are using and open that in Pages.
You can manually fill in the labels if that is what you want, you haven't said exactly.
