Safari won't open mail link with wifi on

I have iphone 7 using iOS 10.3.1. When I have a weblink in an email and I click it, safari will not open when I'm connected to wifi. If I click a link it pops up "Safari cannot open the page because the server cannot be found. If I turn wifi off and use data it will load. Then I can turn wifi back on and it works fine with wifi. It only happens when I try to open a link from mail. I keep having to turn wife off and back on. This is not just at my home. Its anywhere that I am connected. Its been happening since iOS 10 and maybe before. Any idea how to fix this?

OK then, I can suggest: If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support as well as About Wi-Fi Assist - Apple Support and issue still persists contact Apple Support: https://getsupport.apple.com/ .Good Bye!

I connect to internet fine. If I open safari and search. No problem. I use chrome. I problem. The problem only exists when a web link from my mail is opened. I have to switch of wifi, click, and then turn wifi back on. Other than that series of events, wifi works just fine.

Tap Settings > Safari then tap to Clear History & Website Data then restart your device then try opening a mail link in Safari.

Tried and no dice. Do you think I should delete safari and then re-download the app? Can I do that - delete an apple app?
