Clips is an app for short videos for you family, friends or other people. You can make a clip with the red button or chose a clip from your gallery. You can chose effects or other things for your video then and send you video to other people.

Clips http://www.apple.com/clips/ takes sharing videos to the next level! It allows you to not only make cool slideshows with still frame photos already in your library or shot on the fly, but it allows you to take video "clips" and make cool movies out of them. Call it more of an iMovie "lite" so-to-speak without all the dissolves, and crazy stuff that some users may not be ready for, or want to take the time to learn because it seems harder to use.
Apple created Clips to help you have fun, share your experiences, and be excited about the things you do!

iOS lacks a regular file system to export to, but if you click the sharing icon (square box with an up arrow) then Save Video makes a copy of the completed clip in the camera roll. Other destinations include iCloud Drive, Dropbox, iMovie, and more. What does seem to be missing is a Copy to iTunes (file sharing) option which might let you export and then later reimport an editable clip project file rather than the final video.

I had no idea either and looked at the link you posted - but I see nothing that wasn't already in the camera app. t's had a video feature for as long as I can remember. "Clips" seems redundant.
Unfortunately, it does not appear to have the option to export it - or does it? (I am not referring to 'sharing').
Thanks for the info - I'll give it a shot when I have time, but it looks like I won't be making much use of it as I have no need to 'share' - I prefer editing/special effects with Final Cut, etc.
Synchronised text to speech subtitles created on the fly is impressive, though like you I can't think of a personal need for it.

Clips is like an app on android that you can hold to record then Let go and it stops recording and you can resume at any time
plus its good for vines and YouTubers
