All my desktop icons have iCloud symbols with down arrows. What does this mean and how do I fix this?

It means that they are being saved in iCloud.
To put them back on your Desktop turn off iCloud Drive. Follow the instructions to turn off iCloud Drive in this Apple Support Topic:
