Safari uses data even when not active or in background.

I have been monitoring my Cellular data usage on my 6s as of late and noticed that Safari tends to go up by about .1 mb every hour or so. This happens even if I have not opened/used the safari app. Is this normal behavior?

iPhone 6s Plus, iOS 10.3.1

You can limit that ...

Tap Settings > Safari then swipe down and tap to Clear History & Website Data then restart your device.
