what is an incremental download ? why cant i download any apps on my iphone 7

I recently resetted my phone, made a new apple I.D. & iCloud account, but it will not let me download some apps in the App Store. I don't think I should need wifi to download any items, I have an unlimited T-Mobile plan, everything included.

Hello Desigarcia,

Thanks for asking the Apple Support Communities about the download being limited to 100 MB or smaller. This feature is discussed in this article: Turn on Automatic Downloads for iTunes Store, App Store, and iBooks Store purchases which states:

You can turn Automatic Downloads on or off over your cellular network on an iPhone or iPad Wi-Fi + Cellular. Go to Settings > iTunes & App Store and turn Use Cellular Data on or off. Cellular Data downloads are limited to a file size of 100 MB or smaller.
