magic mouse no scroll option

I have a Mac and my old mouse broke (Apple Bluetooth wireless mouse that took 2x AA batteries) so I bought a new magic mouse. However the touch to scroll web page feature does not work, or any features over and above right and left click. e.g. If I run my finger over the top of the mouse the web page does not scroll up or down, I need to go to the side scroll bar and pull it to move the web page. The only feature that works is right and left click


If I go to the System prefs, I can't see any way to configure this. All these worked with my old mouse.

The new Magic Mouse 2 is meant for MacOS El Capitan and its successors. It does say so on the box though it is tiny writing and no-one in the stores seems to ask what you are using it with. It won't work properly with Yosemite or lower OS's although curiously, the old mouse will work with all systems. So if you can, you will need to upgrade (to Sierra). I'm not sure if your machine can go that far.
