I am about to buy a used iPad Mini 2 Wi-Fi 32gb, everything seems correct (owner specifications vs apple, vs everymac, all through serial number), but the model is ME277GP/A, what are the differences between this one and the "normal" ME277LL/A?

There should be no differences. It should be exactly the same iPad.
The "GP" just identifies it as a model meant for sale in European Countries, such as Portugal, and Switzerland, where as LL is for the U.S. and other parts of North America.
