why wont my sms messages send on watch

My iMessages send fine, but my SMS message says won't send. I have tried toggling with cellular usage, SMS sending in settings, making sure I sent receive on my number, on watch mimicking iPhone messages, unpairing and repairing watch...literally everything the internet hasn't suggested
