I don't understand your question? All you need is a micro-SIM from a carrier which offers an iPad data plan. If their network supports 4G you can connect at 4G. If that carrier's network only supports 3G, then you will connect at 3G. The SIM just allows connection to the network - the network itself will determine what speed you connect at.
