Move icons on my Mac Pro desktop

How do I move icons on my desktop. Some are locked and will not move.

MacBook Pro (15-inch, Late 2016)

What do you have checked in Finder menu > View > Sort by? Switch it to none and see if they all move. If not which ones do not move?
