Unable to add a photo to a contact

When I try to add a photo to a contact and select 'add photo', select 'chose photo' i then get a blank screen that says 'No Photos or Videos' it also does the same in Whatsapp when I try to add a photo for a group. For some reason it is not accessing my Photos. Anyone got any suggestions as to what is going on and how I can fix this?
