My Photo Stream album is missing on iPad Pro

The "My Photo Stream" album is missing on my iPad Pro.

It appears on my Mac Photos, iPhone, and iPod; however, none of these things work.

Yes, I have iCloud turned on.

Yes, I have iCloud Photo Library turned on.

Yes, I have Upload to my Photo Stream turned on.

Yes, all my devices have the same settings turned on.

Yes, I have the latest version of iOS.

Yes, I have tried everything here: Get help using My Photo Stream - Apple Support

Here are my iCloud settings. But, there is no "My Photo Stream" album.
