You can turn off Siri for the Apple watch through Settings on your watch (not the watch app on your phone). I’m on build 4.2 by the way. Once you open Settings on your watch, go to General>Siri. Then you can toggle off Siri for your watch. Hope that helps!

As I explained in my previous reply, it is not possible to completely turn Siri off only on Apple Watch.
To turn Siri off completely on both devices, under the latest software versions (which have different settings than when this thread was started), follow these steps:
NO! This does NOT do whats ASKED FOR! It doesn't remove siri from ANNOYINGLY popping up when pressing Digital Crown - rocket science?!? Should be a setting like 'enable siri digital crown'! It is not possible to completely disable Siri on Apple Watch other than by also disabling Siri on your iPhone.
To turn off Hey Siri only on your Apple Watch:
When viewing the time on your Apple Watch, press the Digital Crown to open the Home screen > tap on Settings > General > Siri > turn off "Hey Siri".
I'm afraid that you are mistaken.
When changing settings directly on Apple Watch, it is currently only possible to turn off "Hey Siri". Doing so does not also turn off operation of Siri via the Digital Crown.
