Why is 'Documents and Data' on my iPhone so huge?

Hi - Recently after syncing my iPhone 6S Plus I have noticed that more storage is being used up by documents and data than any single other section (see photo), online it says this is just browsing data and similar, but I cannot see how cookies and history would take up 41GB of my space? If anyone could tell me just what is using the space and how I could cut it down a bit then it would be very helpful!

Hi

Documents & Data includes:

Safari Offline Reading List.
Files stored within installed apps.
App content such as contacts, calendars, messages, emails (and their attachments).

Photos:

Enable iCloud Photo Library and turn on Optimise Storage.

This frees up storage space on your iPhone by keeping space saving versions of all of your photos and videos on your iPhone and full size originals in iCloud.
Files are optimised automatically, as required.
Important: note that, when using iCloud Photo Library, deleting a photo or video on any device that is using the service also deletes it from all other devices that are using the service, including from iCloud.
