Problem connecting my PC to iPhone 7 personal hotspot

Since I got my new iPhone 7 I have not been able to connect my Toshiba laptop (using Windows 8.1) using "personal hotspot". When I open my laptop and turn on personal hotspot the pc tries to connect. It reads "connecting" on my pic. While it is connecting I see the blue banner at the top of the iPhone (this is the banner that shows up once the pc is connected to the hotspot) begin to come down from the top of the iPhone. Then it goes away. Then it starts to come down again. Then it goes away again. After a few of these instances then pc stops trying to connect. I have reset my network settings on the iPhone but that didn't fix the problem. Any help would be appreciated!

Do you have any special characters in the name of your iPhone? Older versions of Windows do not seem to like special characters in network names. Things such as an apostrophe, such as "Bob's" iPhone can cause issues. Try changing the name of the device and see if that helps. You can also try the troubleshooting steps in this support document.
