Mp3 download iCloud status waiting

I downloaded a song from soundcloud a couple years ago and it worked perfectly, but when I got Apple Music it disappeared off my phone, but it is still on my computer in iTunes, but it is greyed out and has a dotted cloud. when I hit get into it says the iCloud status is waiting. this song is not available on iTunes.
