Can I use iPad Air2 as hub for HomeKit logged with an apple id and remote control smart plug from my iPhone 7 with my personal iCloud id?

I have an iPad Air2 that would like to use as HomeKit hub for remote control of smart plug thru iPhone7, both with different apple iCloud id's. The iPad it's shared by all family members and it's always at home with it's own apple iCloud id. I would like to use it as hub and control smart plug from my iphone with my personal apple id (I prefe this setup in order to keep my iPhone data appart from the shared iPad. I have tried by setting up the two factor id at the iPad and iPhone with their respective ids, then enabled the use this iPad as Home Hub, then setup the smart plug at the ipad. Then I shared the device to my iPhone, which enabled me to use the plug once at home, but not while i'm away. Therefore I suspect the issue to be that I'm using different apple ids at both devices... so.. I'm missing something or it's actually required to use the same Id?
