is it possible to make phone calls on an ipad 2 if i am not near a wifi connection...ie, if i want to phone while i am walking around the city? my ipad has a cdma verizon built in.

Your iPad is not a cellular telephone. It cannot make cellular telephone calls.

This enables you to send/receive cellular data. Period.
You cannot even send or receive SMS cellular text messages, as these are sent/received using cellular voice frequencies.
Yes and no. Yes you can make voice calls from app to app (Whatsapp to Whatsapp for example) if you subscribe to Verizon mobile. No you can't make phone calls from iPad to phones. There may be VOIP apps that allow you to call conventional phones.
Hi. Basically, no it is not possible. Your cellular iPad has data-only service, not phone. You can link it to your iPhone using Continuity, but that's kind of pointless if you're mobile, since you could just use the phone. You can use the iPad to make Facetime calls, the same as when it is on WiFi.
You'll use cellular data to do so, but you can still use VOIP services like Skype and FaceTime with a cellular iPad. And you can still use internet messaging services like iMessage. You'll just use data on your cellular data plan to do those things.
Your iPad cannot connect directly to any cellular voice telephone system however.
