I enrolled Apple Developer Membership like a week ago and my app was declined by safety rules.
There is no way to fix that cause the application loses it's meaning.
So how can I get money for enrollment back?

Correct, according to Apple Developer Agreement
No refund or partial refund of any fees paid hereunder or any other fees will be made for any reason.
In my opinion you can't. There is no reason because of a rejected app.
Even if you would not use the account, you can't get a refund. You can cancel or delete your developer account, if you not want it to be renewed.
