Delete photos on my iphone but keep them in icloud and my photo library
How do I delete photos on my iphone to free up space but keep them in icloud and my photo library on my desktop?

If you are using iCloud Photo Library, any photos you delete from a device will also be deleted from iCloud and from any other device connected to that iCloud Photo Library. You can potentially reduce the storage required on the iPhone by turning on Settings > [username] > iCloud > Photos > Optimize iPhone Storage. More details in iCloud Photo Library - Apple Support
iCloud Photo Library is a syncing service. Apple does not currently offer a cloud-only storage service for photos. If that is what you want or need, you may want to explore 3rd party services such as Google Photos or Dropbox.
