a program required for this install to complete could not be run when you try to update or install iTunes.

I had to uninstall all of the "Apple" software from my PC. The one that recreated the problem was the "Apple Software Update", which I first "Repaired" then "Uninstalled". I then rebooted the PC. Then tried installing/running iTunes64Setup.exe again and it all went through.

Try repairing Apple Software Update from the Programs and Features control panel, then uninstall it before trying to reinstall iTunes. If it won't repair try the MS install & uninstall utility mentioned in note 1 in the following guide.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. When reinstalling right click on the downloaded setup file and use run as administrator. It may also help to temporarily disable any non-Microsoft anti-virus.

No it didn't fix it. I got another message telling me it didn't upgrade. I have just bought an iPhone 7 and want to upgrade so I can transfer from my old iPhone 6
