Is it normal for my phone to turn on when downloading the system update?

I am trying to restore my IPhone using ITunes due to forgetting my passcode and I got it to the point of downloading the system update for it and while it in the process my phone would turn on without anyone pressing any buttons on it. I had to press the home and the power button every time it does it. I would use the icloud way but my phone wont connect to the internet. Is it normal for my phone to turn on like that?

Yes, the iOS update process involves the device being turned On and Off at various points, but updating iOS has nothing to do with restoring your iPhone after forgetting your password.
