blocked plug-in

I am having a problem for some reason on some websites with videos instead of playing the video, in it's place it will just say "blocked plug-in" and it is not click able and when I try to right click it the mouse does not recognize it as a button or as anything at all. It is mostly doing this on Steam. I have allow plug-ins to automatically be on whatever website I visit.

I am on a Macbook Pro, retina 15-inch, with macOS Sierra, using Safari, and adobe flash that is up to date

MacBook Pro with Retina display, macOS Sierra (10.12.2)
