Cancel/Call Pop Up When Making A Call

I have an iPhone 6S Plus running iOS 10.3.1


Recently when I am using a "contacts" app to select a phone number that I want to call, a new pop-up message appears that ask me to select either "Cancel" or "Call".


Previously when I selected the phone number, the call would be placed without any pop-up message.


This problem occurs with five different "contacts" apps that I have tested but does not occur with the "contacts" app that comes with iOS.


I find the new pop-up message annoying and would like to remove it, how can I do this????

I agree with Striker537, even if it's an "Apple expected behaviour" this is a Bug for most users+developpers.


We are hundreds, if not thousands of apps using the Call features, removing it for everyone (else than Apple) is more of a IOS error, than a 'security issue'. And more if it's just about some 911 scam calls...


Some intelligible possibilities would have been :

- just block concerned phone numbers : 911,...

- add a new permission for apps, like "access contact", then "allow this app to dial calls". One time YES and users + developpers would be happy...
