A lot depends on WI-FI, Bluetooth, etc. See the "If a location is old or inaccurate", "If the location circle is too large", or "If the location label isn't accurate" sections of:
Its only as accurate as the device of the friend you're tracking. If they are outside, with a clear view of the sky, with an aGPS enabled iOS device (iPhone or wifi+cellular iPad) than it should be accurate to within a 5-10m. If they are inside, or only have a wifi device, then the location will be based on wifi node estimated location or BT microbeacons, and those may be only quite approximate. If the device is relying on wifi, in an area with many wifi nodes, then the location may change often as the person moves around and the strongest wifi signal changes.
If you were sitting in a large mall, for example, within equal range of equally strong wifi nodes, then the location is going to bounce around, since the approximate locations of the two equal wifi signals may be different. Or there may be a lot of interference making a location fix less accurate.
In general, it will be an approximation of where the device actually is.

Find My Friends is not consistently accurate enough for spying on people.
