Safari Replacing Text with Question Marks

I've been trying to work around this but its getting annoying. I'm just about to switch over to Chrome after using Safari forever. Before it was just some sites, but it seems to have gotten worse. Screenshot:

I'm running:
macOS Sierra 10.12.4
Safari 10.1

We use Universal Type Client. I've done the "Clean Font Caches..." thing.
I've opened Font Book, selected all fonts and done a "Validate Fonts".
I've started in Safe Mode and then restarted. Google (and other problem sites) came up with accurate text, but only for a couple minutes and then crapped out to the question marks again.

I've been known to activate fonts by just throwing them in my Library/Fonts folder. But I took everything out of that location. I think that actually made it worse! 🙂

Anyway, I'd appreciate any tips you may have! Thanks much.

That is strange, I don’t see what could be the problem. I see you have some Safari extensions installed, maybe try disabling them? If that doesn’t work, the next thing I would do is install macOS again. Just do a new install over the current installation, this won’t delete your data and reinstall the system files. Make sure you have a backup, just in case.
