Buying a used watch

Been seeing some used Apple Watches on our local Facebook market place. Is there anything special that has to be done to "reset" it before I should buy it? Sort of like an iPhone needs to be logged out of iCloud, etc?

When buying a pre-owned Apple Watch, ensure that Activation Lock has been removed before completing your purchase.

Do you know if you can look on the watch to see if it is activated or not? For example, say someone wants to sell you an Apple Watch but doesn't have their phone or computer handy? I realize that might be a dumb move to buy it, but if you could look on the watch to see, that would be good as well. Can you try and connect to it from your iPhone (the buyer) to see if it activates? Would that give you the answer?
