How to turn off Payment Verification by the "Organizer" in Apple Family Sharing?

Anyone know how to turn off Payment Verification by the "Organizer" in Apple Family Sharing? My husband has me and our young daughters on Family Sharing, and while I am pleased that we have the "Ask to Buy" option available for our girls (either he or I can approve their requested purchases), it's super frustrating that I am asked to provide HIS Apple ID password anytime I want to puchase a new app. Is there a way to turn this feature off? I don't have my husbands Apple ID password, nor do I think it should be necessary for me to have it. I think it should be possible for us to maintain the autonomous control of our existing personal accounts, while also being able to share chosen content in Family Sharing, no?
