Have you contacted your carrier? Voicemail is their feature.

the above does not work!!!!! I can hear my greeting after entering password but when I call to my phone keep getting voice mail has not been set up
Go to voicemail and call yourself! You will be prompted to set up voicemail, greeting, etc! Very easy
Voicemail is a carrier feature, you should contact your carrier for troubleshooting.
Error 1035 on iPhone 7 when setting up voicemail.
