First : I didn't come back 6 week after the fact I was looking for a solution for the same problem but your reply was so out of context that I had to intervene.
Resetting network configurations only affect the Wi-Fi and Carrier network NOT THE BLUETOOTH, NOT THE GPS...check your facts Before writting anything down...
By the way to correct this problem all you have to do is to go into the control center (wipe you finger from the bottom of the iPhone or iPad and like magic it will appear... close the bluetooth icon (3rd from the left)
by pressing on it. Don't worry it will go grey after the bluetooth is shut off.
Restart you iPhone or iPad this way when your iPhone or iPad is restart you'll be able to go into your bluetooth setting without crashing you setting.
You'll then be able to find out which device if anyone is causing the problem.
