Partially downloaded app will not delete or update

I have a partially downloaded app that will not download completely and will not delete from my iPhone 6. Updates don't help and have tried numerous ways to delete the app and contents. Nothing works. Any help would be appreciated.

Thanks for following up with that additional information. The steps that were provided in the previous article are relevant to these third party apps as well:

Don't delete the affected apps, or you will lose any of your content that's associated with them.

Restart your device, then go to the App Store and redownload the affected apps.

If you continue to have issues, then you may consider contacting Apple Support.

Wifi is not the issue. I have extreme high speed fibre optic internet and nothing has changed. AT&T isn't an option as I live in Canada.

It is a third party app, not an Apple app. The app will not download completely, reload or delete. The App Store has an update for the app in question but will not download anything. I keep getting a message of "cannot be downloaded at this time". I have tried to delete the app from the library in iTunes, done a hard reset on the phone and even reset settings in the phone. Short of erasing the phone (which I don't want to do) I don't know what else to do.

It's probably waiting for a connection to high speed wifi.

Just because the settings show you are "connected" doesn't mean it's actually viable.

You might go to your nearest AT&T store. They will allow you to use their high speed wifi for free. Although you may have to ask them for the password. No prob.

Can't download the app. Have tried multiple times and it says it can not download at this time. There is an update in the App Store but that won't load either. Will have to contact Apple.
