why cant my icloud account be used for apple pay

When ever I try to add a card to my wallet for Apple Pay, it says "this iCloud account cannot be used for Apple Pay". I have a feeling it is because I am in a family iCloud account under an administrator but I just want to make sure.

Ps I have my own Apple ID I'm just under an admin
