Can I Use Personal Hotspot and CarPlay at Same Time?

I have my iPhone connected to my car and use CarPlay, but it seems I'm not able to use the Personal Hotspot on my iPhone at the same to so I can connect with my Macbook.

Is there any way to use CarPlay and Personal Hotspot (cellular) at the same time?
