Is Installation disk my only option?

I have limited experience with Mac's, and I recently bought a macbook4,1 with the magsafe power adapter. No disks were included. The previous owner was an institution that was required to run a DOD erase of the HDD before the sale. For that reason, my MB will not boot. My question is: Is the original OS X Install disks my only option for getting OS X back on the MB?

Depending on the hardware configuration, you may consider a 'boxed-set bundle'

of Snow Leopard, iLife, and iWork of the same vintage. Some times these can be

located at fair cost, with new unused DVD software media. ~ Two examples follow:
