verification code being sent to lost device

I am logging into a new device for my son (11) with an old apple id, have the password but do not remember the security question answers, when trying to reset the the verification code is being sent to an old ipod touch that was lost many years ago. Is there a way to either change the device the verification code is being sent to or turn off the two step verification? Tried to do from mac too but same problem as account has not been used on this mac. I would just create a new apple I for him but it allowed me to just redeem a $25 itunes card on this device just not buy anything with it and dont want to loose the funds.
