Peer-to-Peer Airplay to Apple TV 4 with no internet

I am using AirPlay from my iPhone to my Apple TV 4 using a Peer-to-peer connection with the cellular data turned off on my phone.

When I attempt to play a purchased movie from iTunes that has been downloaded to my phone I have a message that says I must be connected to the internet to play the video.

If I play a home movie downloaded to my phone it plays with no problems with data turned off.

If I am using my phone without airplay and try to watch a purchased movie downloaded to my device with data turned off I am able to watch the movie.

I am assuming that while using airplay and being connected to the Apple TV 4 the internet connection is necessary to validate the purchased video from iTunes. Is this correct?

Also does the streaming movie use the internet connection to stream using ample amounts of data or is the streaming just wireless through the Peer-to-Peer connection?

I am using the older version app. I live in Canada and we don't have the new TV app yet. Crazy enough I connected to the Apple TV again using Peer-to-peer and with all data turned off on my phone and it allowed me to play the movies without needing to connect to the internet for authorization. I figure it was only needed the first time that I connected Peer-to-peer.
