Photos from last backup aren't showing up

My phone was run over, and is essentially useless. I got on icloud.com to view my photos (my last backup was February 2017 - I do not have home WiFi) and the only photos showing up are from SEPTEMBER 2014! Any ideas on why this is happening or what I can do to remedy this?! There are some very special photos on that last backup that I would really hate to lose.

You cannot see photos in an iCloud backup. You can't see anything that is in the backup until you restore the backup to another iOS device. If you see photos in iCloud, that means that you are using iCloud Photo Library and if you turn that feature on on your computer or on another iOS device, all of the photos will download to those devices.

Since you do not have WiFi at home, I don't know how you could download the photos since they download over WiFi.

Here is some information about iCloud Photo Library, but I caution you to not turn it on until you know exactly what the ramifications are once it is enabled.

I am also curious to know exactly where you are seeing these photos from September 2014.

You cannot see photos in a backup. I backup with iCloud and I also purchase the additional storage, but I cannot see my photos. You must be using iCloud Photo Library if you can see photos in iCloud.com.

If you are using iCloud Photo Library, the photos should download to the new phone when you enable iCloud Photo Library on the device itself.

On your iPhone, iPad, or iPod touch with iOS 10.3 or later, go to Settings > [your name] > iCloud > Photos, then turn on iCloud Photo Library. In iOS 10.2 or earlier, go to Settings > iCloud > Photos.

When I go to iCloud.com and login > photos, that's where the photos from September 2014 are showing up. Which is still odd to me because I have had WiFi for the past three years, except for the last few months, and I pay the 0.99 for extra storage...

If I go ahead and get a new phone, those photos from my backup in February 2017 should show up, correct? Or would they have to already be in the Photo Library as well?
