Restore iOS app folders on new iPad?

Just picked up a new iPad (128 G), and I'd like it to mirror the apps I have on my iPhone 6. I restored it using my iPhone backup, which gave me all the right apps and music. But, I'd love for it to recreate the app folder layout I have on the iPhone.

Both devices are running the same OS (10.3.1), and both have 128 G of memory. I've restored from iTunes (latest version) several times. As per one forum, I right-clicked in iTunes on the device, and chose 'Restore from Backup' - that's supposed to restore my app folders, but it didn't work.

Any suggestions? Apple Support said 'You can't restore an iPhone backup to an iPad,' but that just seems... wrong. I don't relish the thought of moving & organizing 350+ apps yet again, so ideas appreciated!

my understanding is the you need to backup with a password then restore. be sure to write down your password on paper and keep in a secure place. Maybe a hassle to get rid if password if you tire of password. Might be better just to manually re-arrange device. Might be better not to use password that way you will never forget it and be locked out of backup.

Whether using an encrypted iTunes backup or an iCloud backup, whenever I've tried restoring an iPhone from an iPad backup, or an iPad from an iPhone backup, I've found the folders either don't migrate or are messed up to some degree or another.

My iPhone always has a few apps that either are not available for iPad (and vice versa), or have separate iPhone and iPad versions, so that may be an issue with restoring backups across devices?

It only works seemlessly for me, in terms of folder restore, when going from iPad backup to iPad or iPhone backup to iPhone. Again, encrypted itunes or iCloud backup doesn't seem to matter (I keep both iCloud backups and encrypted iTunes backups with all my iOS devices). That's easy once you've got one of both though - not so easy when getting your first of one while having had the other for awhile.

If you use a Mac, just keep your encrypted iTunes backup password in your keychain with all your other passwords. Or get something like mSecure or 1Password.
