If you have an iPad 1st generation, iPad 2nd generation, iPad 3rd generation, iPad mini, you cannot upgrade to iOS 10. If you don't have the iPad model(s) listed above, then you should be able to upgrade to iOS 10 for free, if not, then you may have to delete some memory off the iPad and try again.
Hi John4563. This will be a large download, due to the big step in versions. To do it on-line, you'll need at least 6 GB free storage. It will be easier to do it using iTunes on a computer, as already suggested.
Your iPad sounds like it's an iPad 4th generation. Updating to the current iOS version using iTunes requires iTunes 12.6. This version of iTunes requires at least Windows 7 or OS X 10.9.5.
What version of iTunes are you running?
When you connect the iPad does iTunes recognise that it can be updated?
