Can't connect to personal hotspot

When I try to connect to my personal hotspot from my MacBook or iPad to my iPhone I get an "invalid password" error. I believe this started happening after the 10.3.1 update. I had used it many times before and the settings were the same and saved when it stopped working. I have tried restarting all devices, changing the password, reseting network settings, turning on and off cellular data and wifi, and probably a few other things I am forgetting at the moment. Is there something else I can try?

Make sure you have Bluetooth on, on both devices.
