Cellular data usage stuck at 0 bytes

So for several months now the amount of cellular data I've used is stuck at 0 bytes when I check it in my iPhone settings. It still lets me use cellular data and I can see how much I've used on the Sprint website so I know its not 0, but its not reflecting on my phone. It also will not let me turn any apps on or off for which ones can use cellular data. The only apps listed are Facetime and Wallet and I clearly have more apps. It won't even let me turn it on or off if I go to the individual app's settings.

Things I've tried:

Resetting Statistics

Resetting Network settings

Restoring phone from a backup

Resetting all settings

I've even gotten a new phone since this has started and it still does not work. They backed up my old phone and put the backup on my new phone, but the problem was still there. I obviously don't want to completely start over and restore my phone to factory settings if this is the only issue. See below photos.

I've recently had this very same issue for the past month and a half...I have yet to find a solution. I upgraded to Unlimited Data and since I had the data turned off for most of my apps before, I can't even turn them on now. Restoring from a backup will also restore whatever is corrupted in the software. I hope someone can find out what the source of the issue is because the only solution I have found was to restore as a new iphone...nobody wants to do that lol
