Letterbox not working in FCPX 10.3.1 OS Sierra 10.12.4

I've been trying to add Letterboxes to my clips but nothing seems to be working. In the Inspector Tab, the Letterbox option shows up, however, there's no preview of it on the video despite changing it to different sizes as well as trying it on different clips. I've also tried adjusting the frame size but to no avail. Here's a screen shot, I hope I'm just going blind and missed something really obvious. Would someone mind helping me out? Thanks for the help in advance!

Letterbox is applied to a clip, not to the project. If the clip extends outside the frame, you will not see anything.

For example, if you have a 4K clip on a 1080p project, and Spatial conform is set to None, like the picture below.

The black bars of the letterbox effect just happen to fall completely out of the frame, so it *looks* like nothing happened.

A solution is to create a compound clip with the project frame size, and apply letterboxing to the compound; or, if you need this across several clips, there is a better way: apply an adjustment layer above everything, and add the letterbox effect to that adjustment layer.
